Renting Home Fees Wales Bill 2019 introduced 1 September 2019

The Act is very similar to and based on the Tenants  Fees Act 2019 England restrictions on fees are the same with variations on enforcement and introduction time frames. The Legislation for Wales is imminent for it was approved on the 27th March 2019 see  Renting Home in Wales Act 

Note Landlords and Agents may make changes for breeches but the are subject to prescribed limits - The Wesl Assembly have produced FAQ Guide that cover such as payment in default page 17 for claims of loss  see Guide
The PIMS AST includes clause for you to seek recompense for your  loss but does not define the X payable - this is because the legislation is silent on this matter

The Wales Bill makes provision FOR RESTRICTING PAYMENTS

  • (a)rent;(b)security deposits;(c)holding deposits [limited one week];(d)payments in default;(e)payments in respect of council tax;(f)payments in respect of utilities;(g)payments in respect of a television licence;(h)payments in respect of communication services
