A nationwide survey has been launched to assess the credentials, training, and regulatory perspectives of agents and property managers in England.
The initiative forms part of the sector’s preparation for anticipated reforms inspired by the Regulation of Property Agents (RoPA) working group, whose recommendations date back five years.
Housing Minister Matthew Pennycook indicated earlier this summer that at least some proposals are likely to be implemented soon.
Commissioned by the Lettings Industry Council’s RoPA working group the July 2025 Survey of Property Professionals in England is gathering insights into the qualifications, training, and regulatory views of agents and property managers working across the residential sector.
The group sees itself as “an independent sector-led body committed to supporting the implementation of RoPA.”
The survey is divided into six separate sections:
1. Current Area of Work and Experience – Captures the professional setting, job role, years of experience.
2. Property Qualifications – Identifies the presence, type, and level of formal property-related qualifications.
3. Continuing Professional Development (CPD)
4. Membership – Records industry body membership and explores its impact on consumer confidence and client engagement.
5. Training and Progression
6. Mandatory Qualification
The Lettings Industry Council statement says: “The findings from this survey will provide essential data to inform policy discussions, influence the design of future training and qualifications frameworks, and shape the implementation of the ROPA regime. It ensures that the perspectives of practitioners across England—ranging from self-employed agents to large firms—are captured accurately.”
