Landlords Push Back ‘No Plan, No Progress’ on Renters Rights Bill

A spokesperson for a Residential Landlords Association has called for a credible and detailed implementation plan for the Renters Rights Bill, which is expected to pass into law within weeks. Despite its imminent approval, the legislation lacks clear deadlines and a structured timetable for rollout.

It warns that the rental market remains in a fragile state, with demand for rental housing continuing to outpace supply. According to data from a research consultancy 71% of the members report sustained high tenant demand for their properties.

At the same time, landlord confidence in the UK economy has plummeted. Ahead of the Autumn Budget, just 2% of landlords expressed confidence in the economic outlook—matching the lowest level ever recorded by research consultancy.

With the rental market still teetering between recovery and instability, the landlords association is urging the Government to use the upcoming Budget as a springboard for sustained investment in high-quality, affordable rental housing. Long-term support, it argues, is essential to meet growing demand and restore balance to the sector.

In tandem, it is pressing for close collaboration between policymakers and industry stakeholders to ensure the Renters Rights Bill is rolled out with minimal disruption. A robust and transparent implementation strategy—anchored by a realistic timeline—is critical to delivering a smooth transition to the new tenancy framework.

A spokesperson comments: “Tenants across the country continue to face the reality of there not being enough homes to meet demand. Meanwhile, the sector is craving certainty about how the Government plans to implement the biggest overhaul of the market for almost 40 years.

“Now is the moment for ministers to get behind a clear, credible plan that eases pressure on renters, supports investment in new homes to rent, and ensures the smooth implementation of the Renters’ Rights Bill.”
