Part of the amnesty agreement is that councils will purchase their rental properties.
At the recent Future Renting North conference the Mayor of Manchester Andy Burnham promised to introduce his 'Good Landlord scheme', landlords will be asked to subscribe to this. By doing this it will show their commitment in ensuring that their rental properties are truly fit for purpose and have a good management service structure in place.
Burnham did say that the plans are at an 'infancy' stage but he is adamant that the scheme will improve the standard of accommodation throughout the region.
The attendees were mostly made up of landlords and he congratulated the audience for being at the conference as it showed that they are committed to providing good homes and service for their tenants.
The Mayor did not hold back when he stated that there are still many ''rogue' landlords blighting the market and scathingly said they needed to be weeded out as they encourage an "epidemic of insecurity”.
Burnham said: “Safe, decent housing should be a human right as healthcare and education are.
“The fact that you are at the conference today shows that you want to be reputable and do things properly. The truth of the matter is this doesn’t apply to the whole of the private rented sector.
“We need to isolate those that are giving the sector a bad name.”
He then announced his plans for the 'rogue' landlord amnesty.
When questioned on the buyout package he was unable to give any specific details.
He was also accused of rewarding 'rogue' landlords by buying their properties at current market value.
His reply was: “Who said anything about market values?
“However if people want to exit the market we will facilitate that.”
