Last Wednesday, January 23rd,Alan Whitehead the MP for Southampton Test read his ten minute
rule Bill on energy efficiency in bedsits.
All domestic buildings in the UK for sale or let must have an Energy Performance Certificate (EPC), showing how energy efficient a building is and letting the occupier know how much it will cost to heat and light, as well as what its carbon dioxide emissions are likely to be
At present there is a loophole in the law that allows landlords with HMO ‘s (Houses in Multiple Occupation) not liable to have to produce an Energy Performance Certificate if the properties are let out in several tenancy agreements.
The Bill due for its second reading on March 1st is calling for all landlords with bedsits who fail to produce EPCs could be stopped by having their properties banned from the lettings market from 2018 if they score poor ratings.
In most cases it is very rare that private members’ Bill ever see the light day down to the pressures and rigmarole of the parliamentary timetable…….although there have been one or two that have made it.
Whitehead’s Bill is dependent upon whether the Government views this as a loophole that must be closed.
