Croydon Council has rolled out a no-cost early-intervention programme targeting eviction prevention in the private rental sector. 

The service is intended to assist landlords in managing tenancy challenges—such as arrears and disputes—before they result in formal proceedings. It provides legal guidance, conflict resolution strategies, and practical alternatives to eviction, with the goal of sustaining tenancies and mitigating homelessness. 

Council officials cite premature evictions as a systemic issue, often driven by unresolved problems. The intervention model aims to reduce strain on courts and social services while improving outcomes for tenants.

With over 3,600 households in temporary accommodation and 8,600 on the housing register, Croydon Council highlights a critical shortage of affordable homes.

 Monthly homelessness applications average around 400, yet available housing stock remains scarce. The council’s strategy centres on early intervention—addressing tenancy issues before formal eviction proceedings begin—to reduce reliance on emergency housing and mitigate the broader impacts of homelessness.

Before serving a Section 21 or Section 8 notice, landlords and their agents are encouraged to use the council’s free referral service. 

The council will review each case and work directly with landlords and tenants to find alternatives to eviction. Mediation is available to help resolve conflicts and keep people in their homes.
