Council Slammed For ‘Shocking Failures’ As Landlord

3rd Sep 2025

The BBC has uncovered a regulatory report that has identified “significant failures” in Arun District Council’s performance as a social housing landlord.

The Regulator of Social Housing described the issues as “very serious” and called for “fundamental changes” to improve tenant outcomes.

Local MPs Andrew Griffith and Alison Griffiths, representing Arundel & South Downs and Bognor Regis & Littlehampton respectively, have criticised the council, which is currently governed by a Liberal Democrat–Green coalition.

A spokesperson for the beleaguered district, said: "Arun District Council acknowledges the recent regulatory judgement issued by the Regulator of Social Housing following their inspection of our housing service."

The MPs Griffith and Griffiths slammed the council, said: "This is an appalling assessment of one of the council's most primary functions – to deliver safe homes for those who need them the most.

"They have failed massively in this key area and literally put the lives of residents at risk."

Following a damning inspection by the Regulator of Social Housing, Arun District Council has formally acknowledged the judgement highlighting major deficiencies in its housing service.

MPs Andrew Griffith and Alison Griffiths condemned the council’s performance, calling the findings “appalling” and accusing the authority of endangering lives through systemic neglect of its duty to deliver safe and secure homes.

But of course they stated they have "not yet seen evidence to sufficiently assure us that it understands the potential risks to tenants and of its ability to put matters right, including taking prompt action to gain assurance that tenants are safe".

The report identifies multiple areas of concern within Arun District Council’s housing service, including non-compliance with legal health and safety standards related to fire protection and smoke alarms. It also highlights gaps in data on property conditions, delays in completing repairs, and widespread failure to meet the government’s Decent Homes Standard.

An ADC spokesperson said: "The outcome is not the result we had hoped for.

"We are fully committed to addressing all areas highlighted in the judgement. Rectifying these issues is our top priority.

"We remain committed to transparency, accountability, and above all, the safety and wellbeing of our tenants."

Perhaps another case of two tier housing between PRS and Social Housing?
