Tenant has changed the locks

Although contrary to the tenancy agreement there is nothing in law which prevents the tenant changing the locks. You are entitled to have them returned back to normal when the tenant leaves. If the tenant changes locks it may be innocent, but usually a warning signal of things to come. issue letter ASAP.
