What is the Renters Reform Bill?
First proposed in 2019, the bill aims to rebalance tenant and landlord rights. Headline changes include:
-
Abolishing Section 21 ‘no fault’ evictions
-
Strengthening grounds for possession under Section 8
-
Introducing a new Decent Homes Standard for the private sector
-
Creating a single Ombudsman for landlords
Where are we now?
As of June 2025, the Bill has been debated in Parliament but final implementation dates remain uncertain. You can check progress on the UK Parliament website.
What should landlords do now?
-
Review your tenancy processes: Start preparing for periodic tenancies becoming the norm.
-
Brush up on Section 8: Familiarise yourself with the grounds for possession you’ll likely be relying on in future.
-
Prioritise property standards: Start working towards compliance with the Decent Homes Standard now.
-
Consider joining a landlord association like the NRLA for the latest advice and lobbying updates.
Change is coming, but it’s not here yet. Being prepared will help you adapt when it does.
